N.J.S.A. 18A:66-90 requires that each local board of education/board of trustees reimburse the state for the employer share of pensions, group life insurance, FICA and other benefits of the Teachers' Pension and Annuity Fund (TPAF) for TPAF members carrying out and paid from federally funded programs.
Section A and B of the State Form is to be calculated from Teacher's contracted salaries paid during the year for members of TPAF only from federal funds. This amount is to be contracted base wages only and should not include stipends or extra-curricular activity payments.
Extracting the wages from SchoolFi
After the school year is completed and the contractual payroll purchase order has the final adjustments applied, the YTD charged contractual salaries can be determined as follows:
Step 1:
Navigate to the purchase order tab in Budgetary Accounting and search for the Contractual Payroll purchase order. Open the contractual payroll purchase order and scroll to the charge to section, specifically, the Fund 20 rows.
Step 2:
To review the staff members and/or the amount(s) charged to an individual expense line, you can click on the audit icon the the immediate right of the amount charged:
Step 3 (optional):
If you do not know which staff members are TPAF, you might want to create a staff list of all the employees who were listed in the amount charged (from Step 2) for all of the federally funded program lines in the contractual purchase order. Then you can utilize the "Pension" search result view in conjunction with your staff list to determine which staff members are TPAF as illustrated:

To run a report of all the details charged to each of the expense accounts that were included in the contractual purchase order for the federally funded programs, navigate to the Reports tab and search for the keywork "distribution" The report we recommend you run for each expense line is the Payroll Account Distribution Report:
When you schedule the report, the following parameters are recommended:
Step 5:
Utilize the date to complete the form for the State of New Jersey.
