After you have closed out a budget year and all closing entries have been made, if you find you need to make adjustments or add more entries to the closed year, you can use the Post Closing Adjustments option.
NOTE - the entries WILL NOT change your opening entries for the new year. This option is simply for you to post any adjustments that auditors discover after the year is closed.
