Email Options for an Evaluation Event

Overall, there are 9 separate times Email can be sent during the Evaluation Event described by a Workflow, and each time an email can be sent either to the Observee, or to the Observer, or both, and a different Email Template can be used for each transmission.   This is all described in the "Email Options" portion of a Workflow:
