Create Payroll Agency Balance Sheet Accounts

Step 4 of the Budget Year-End Rollover Guide: 




On the Payroll > Setup > Deductions screen, click the "tool tip" in the Bal column for next year.  Then click the Create all missing Balance Sheets button.
