The Other Earning that will be used to payout withheld Summer Pay amounts must be configured before the Summer Pay process can be run.
This is done in the Payroll→Other Earnings screen.
To create a new Summer Pay Other Earning, click the Add Other Earning button. On the Payroll→Other Earning→Modify Other Earning screen, check off the "Summer Pay" checkbox.
